Title 31 has been the law of the land for quite some time, except in Nevada, where Regulation 6a was in force. Now that Regulation 6a has expired, Nevada casinos are making up new excuses to harass winning patrons, using a tortured construction of Title 31 as an excuse to do so.

Nevada’s useless and corrupt Gaming Control Board as usual has positioned itself cozily in the pocket of the casino industry against the interests of patrons. Board member/industry hack Mark Clayton wrote:

… if a licensee chooses to implement an identification standard for transactions less than $10,000, the Board will support a licensee who refuses to make a cash payment until the patron provides appropriate and requested information. For race and sports winning tickets, if a patron does not provide the appropriate identification, the casino shall maintain the unpaid status of the ticket in the bookmaking system.

No other state has taken this position. No other state’s casinos harass patrons in this manner. Again, the Board has embarrassed Nevada. Mr. Clayton, maybe in a feeble attempt to make a joke, added:

It is important to apply those policies in a fair and consistent manner.

If Mr. Clayton believes that Nevada casinos will comply with his wish, perhaps he also believes in the Easter bunny. Clearly, casinos will not “apply those policies in a fair and consistent manner.” They will harass with impunity whoever they please , now worse than ever. There will be no penalties or enforcement actions taken for violations of Mr. Clayton’s wish. The Gaming Control Board makes me sick.

After my next Reno trip, upcoming shortly, I will report on which Reno casinos are the worst abusers of patron privacy. In Wendover, the Peppermill's three properties have for now set the "harassment threshold" at $5000.

So far in Las Vegas, Wynn has been the worst.

I agree that there seems to be a tightening the screws mentality on any gambler that is not in the casino to lose. I am not sure if Atlantic City is the same way, but I don't really like it there anyway. This does not bode well for the future, and I think it will continue to drive people who like to gamble with higher stakes to places where this is not enforced like it will be in Nevada. By the time this is an identified problem, the business will be lost.

I am not sure if I am reading this right? They want ID? Dont all state lotteries require ID for payment of anything over about $100? Now if they start dictating what KIND of ID (such as 4 utility bills, mothers birth certificate, and last colonoscopy screening date), I would have a problem with it.

Of course I never have to worry about it. hahaha.

I think the idea that makes some of us very hesitant to take this is the abuse we could take with all the records that are kept. How long we have gambled, what amount taken out of the casino, what amounts we have played, etc. I personally don't think it should be so closely monitored to decide whether the chips you have are deemed to be obtained in a valid form, just the possession of the chips, as long as they are not counterfeit, they should be cashed. With too much intervention, I am sure that there will be some slick attorneys that can get this on people who are going through divorces, being processed for security IDs and the like that could be used for very different purposes. The end result is that if almost forces people to start to think about gambling in places that all this is not held to such overbearing scrutiny.

By allowing casinos the latitude to make this decision will mean that the losers will have an easy life of it, nothing to change in, and the winners, well, they will have to deal with tables twice, once when they win on the blackjack table and once when they put the chips on the counter to cash them in.

Casinos and gambling should be an enjoyable thing to do, not something that you have to wonder if it will come back to you in a way that would be detrimental. Just think if Hillary Clinton had gambled several times in Las Vegas, cashing out $4,000 or more on a win. We would have that plastered all over the news, with it seeming like she has a severe gambling "addiction".

So what happens when you tip the dealer, or cocktail waitress with your chips, will they be ID also, and can the chips be counterfeit according to casino. I must be off the wall with this subject.

The casinos have their policies...I have mine.

If any casino makes it tougher to GET my money than BET my money, it's the last time I wager there. It's one reason why I never play Oregon lottery games anymore.
